SG Youth Plan
The SG Youth Plan is MCCY and NYC's developing five-year action plan for youths, shaped through engagement with more than 350,000 responses and organised around helping young Singaporeans become Confident, Connected and Contributing.
SG Youth Plan
The SG Youth Plan is a five-year action plan being developed by the Ministry of Culture, Community and Youth (MCCY), the National Youth Council and young people. MCCY defines youths in Singapore as people aged 15 to 35 and describes the plan's broad purpose as helping young Singaporeans flourish, contribute meaningfully and find their place in Singapore's shared story. The plan is distinct from the earlier SG Youth Action Plan, which focused on a 2025 youth vision and action process (MCCY, Youth; MCCY, 5 March 2026).
Confident, Connected and Contributing
MCCY's current youth-sector framing groups the plan's intended outcomes into three headings: Confident, helping youths navigate uncertainty, build future-ready skills and strengthen mental and physical wellbeing; Connected, helping them form meaningful friendships, stronger family relationships and places of belonging; and Contributing, empowering them to act, lead and have a voice in national decision-making. These are policy directions, not three separate grants or guaranteed services for every person aged 15–35 (MCCY, Youth).
Youth co-creation and plan horizon
In its 5 March 2026 Committee of Supply speech, MCCY reported collecting over 350,000 responses from youths and stakeholders. The same speech described the SG Youth Plan as a five-year action plan and said it would launch later in 2026. The response volume measures engagement reported by MCCY; it should not be read as a count of unique youths, a population denominator or a promise that each respondent receives a personal programme benefit (MCCY, 5 March 2026).
Support areas and implementation
The plan's development materials point to support across different phases of youth life, including open spaces and relationships, career exploration and work transitions, mental and physical wellbeing, and opportunities for youth voice and contribution. Existing delivery partners and initiatives—such as NYC, *SCAPE, Youth Corps Singapore and job-taster or apprenticeship activities—should not automatically be treated as identical to the plan. The plan's final launch materials and implementing arrangements should be checked as they are published later in 2026 (MCCY, Youth; MCCY, 5 March 2026).
