Permanent Resident Journey
The Permanent Resident (PR) Journey is an MCCY integration programme for new permanent residents. Its initial pilot phase was rolled out in November 2025. The programme is designed to go beyond a one-off online module by helping new PRs understand, engage with and contribute to Singapore's community. It is an integration and orientation programme, not a PR approval route or a guarantee of citizenship (MCCY, 7 July 2026).
Pilot experiences and volunteering
The initial pilot included experiential opportunities for new PRs to visit selected museums or cultural institutions, or to participate in a local community event. From May 2026, MCCY also introduced volunteering opportunities for new PRs who wanted to contribute to the local community. These activities complement the programme's learning about Singapore's culture, way of life and social norms; they should not be read as a mandatory test of English or civic knowledge (MCCY, 7 July 2026).
Programme status and interpretation
MCCY said it would continue assessing participant feedback and outcomes to keep the pilot meaningful and effective. The ministry reported that almost all participants who had responded gained a better understanding of living and contributing to Singapore, but this is a reported participant-response outcome rather than a population-wide integration measure. Programme activities and scale may therefore change as the pilot is assessed (MCCY, 7 July 2026).
Relationship to citizenship and other integration programmes
The PR Journey is for permanent-resident integration and is distinct from the mandatory Singapore Citizenship Journey for eligible citizenship applicants. It is also distinct from the Alliance for Action on Integration of Foreign Professionals, which focuses on interactions involving foreign professionals and workplaces or communities. A new PR should check the relevant live programme instructions rather than treating participation in one journey as satisfying another programme's requirements (MCCY, 7 July 2026).
