AI Literacy and Readiness Measures Planned for 2027

Singapore’s Committee of Supply 2026 announcements describe two AI-capability measures with different timelines: MOE will update the Code for Fun programme to strengthen students’ AI skills and make it available to all schools in 2027, while SkillsFuture Singapore (SSG) and the Singapore Institute of Technology (SIT) are developing an AI-readiness self-diagnostic tool for workers through the MySkillsFuture portal. MOE’s page says the tool and enhanced portal were to be rolled out by Q2 2026; that is an announced rollout target, not by itself confirmation of the tool’s live status on 12 September 2026 (MOE, Committee of Supply 2026, updated 30 July 2026; COS 2026 main infographic).

School and worker measures

The Code for Fun measure concerns school-based AI skills development. The SSG–SIT measure concerns adult workers assessing their AI readiness and training needs, with relevant course recommendations intended through MySkillsFuture. These are separate education and workforce-development measures; the announcements do not establish one common course, a universal qualification or a compulsory AI subject for every undergraduate degree (COS 2026 main infographic).

The MOE announcement also places AI literacy within the curriculum, co-curriculum and self-directed learning resources, with developmental milestones for students. It separately describes Cyber Wellness updates on validating generative-AI information and identifying deepfakes (MOE, Committee of Supply 2026, updated 30 July 2026). These are education measures and digital-literacy supports, not a national AI licensing framework, a compulsory AI degree, or evidence that every worker must use the self-diagnostic tool.

Planned-status and interpretation boundary

The 2027 reference is a planned availability timeframe for the enhanced Code for Fun programme. For the worker measure, MOE announced a Q2 2026 rollout target for the self-diagnostic tool and enhanced MySkillsFuture portal, but the cited page does not provide a later operational confirmation, detailed assessment methodology or complete course-recommendation catalogue. Claims that Singapore is making an AI degree compulsory for the population are therefore not supported by these announcements (MOE, Committee of Supply 2026, updated 30 July 2026).

The same announcement describes additional adult-learning support separately: Institutes of Higher Learning were to offer selected AI-related courses to their alumni at a significant discount for one year from the second half of 2026, while SSG would progressively roll out an SME AI Skills Launchpad and related masterclasses, advisory services and curated resources (MOE, Committee of Supply 2026, updated 30 July 2026). These measures should not be merged with Code for Fun or treated as one national entitlement. Their audiences, delivery bodies, timing and access conditions differ, and the page says that individual institutions would release more details for the alumni offer.
