From 2027, the Ministry of Education (MOE) plans to support more students in accessing existing school-based provisions— including in-curriculum extensions and after-school programmes—to develop them in their domains of strength (MOE, Committee of Supply 2026).

MOE says around 10% of the cohort will be able to benefit, up from around 7% today. Students assessed to benefit from further stretch may choose weekly advanced modules in English, Mathematics or Science at 15 designated centres near their schools, with interdisciplinary modules during the holidays (MOE, Committee of Supply 2026, updated 30 July 2026). These figures describe the announced provision and intended reach; they are not a promise that every student will be selected or that every school hosts a designated centre.

Nature of the provision

The announcement describes expanded access to school-based opportunities for developing students’ strengths. The identification process is also broader than a single examination result. The announcement establishes the direction and broad operating shape, but not an individual student's outcome. It says MOE will support access to existing provisions from 2027, identifies advanced modules in English, Mathematics and Science, and describes multiple identification points across Primary 3 to Primary 5. This is therefore an access expansion within school-based support, not a new national credential or admissions route. “Selected for a domain-of-strength provision” should not be paraphrased as “admitted to a special school” or “placed in an accelerated stream” unless a later MOE or school communication explicitly says so.
