Higher Green Mark Standard for Government Land Sales

The Building and Construction Authority (BCA) requires buildings on applicable Government Land Sales (GLS) sites to achieve the Green Mark Platinum Super Low Energy rating with Maintainability Badge. BCA describes this as at least 60% better energy efficiency than the 2005 baseline. The current guidance applies to building developments wholly or partly on GLS land sold on or after 30 June 2022, while older sites remain subject to the certification standard tied to their land-sale period (BCA, accessed 1 September 2026).

Site and badge requirements

For all applicable GLS sites sold on or after 30 June 2022, the prescribed standard is Green Mark Platinum (Super Low Energy) with the Maintainability Badge. Projects in Jurong Lake District and Marina South on applicable land sold on or after 2 December 2022 also require the Whole Life Carbon Badge, plus the Intelligence Badge in Jurong Lake District or the Health & Wellbeing Badge in Marina South (BCA, accessed 1 September 2026). The extra badges are area-specific requirements; the general all-GLS requirement should not be confused with the more demanding district-specific combinations. This district-specific badge distinction matters when identifying the applicable certification package.

Submission and clearance

Before submitting building plans, the Qualified Person must apply to BCA for assessment and certification under the Green Mark scheme. The project submission must include the endorsed Green Mark application form or provisional certificate/letter; the project must later provide the relevant provisional or full certificate for Temporary Occupation Permit clearance and the full certificate for Certificate of Statutory Completion clearance (BCA, accessed 1 September 2026). These are project compliance and certification steps, not a grant application.

Relationship to older GLS standards

The higher Platinum Super Low Energy standard is part of a staged GLS framework. BCA lists earlier requirements for land sold before 30 June 2022, including Green Mark GoldPLUS or Platinum standards in selected strategic areas and older certification versions tied to the tender-award or land-sale date (BCA, accessed 1 September 2026). A building's current requirement therefore depends on the land-sale date, location and tender conditions; the 60% figure is not a universal standard for every Singapore building.
