Mandatory Submission of Periodic Energy Audits
Singapore’s Periodic Energy Audit (PEA) requirement is intended to keep qualifying building cooling systems operating efficiently over their lifespan. A qualifying building owner must act when the Commissioner of Building Control serves a PEA notice and must engage a suitable auditor to assess energy consumption, identify inefficiencies and recommend improvements (BCA, updated 31 August 2026).
Who must act and how
After receiving a notice, the owner must appoint either a Professional Engineer (Mechanical) or a BCA-registered Energy Auditor. The owner then prepares the periodic-audit report appointment and authorisation form and submits through CORENET 2.0 using the applicable BCA documents (BCA, updated 31 August 2026).
Applicable building categories and intervals
New buildings with planning-permission applications submitted on or after 1 December 2010 may be noticed after the temporary occupation permit or certificate of statutory completion, and at intervals of not less than three years after the last notice. Existing buildings that underwent a major energy-use change on or after 2 January 2014 and are required to meet the prescribed Green Mark standard for existing buildings may be noticed three years after the approved as-built application and at intervals of not less than three years after the last notice (BCA, updated 31 August 2026).
Which code applies
For energy-audit reports submitted on or after 1 June 2023, BCA points owners to the Code on Periodic Energy Audit of Building Cooling System, Edition 4.0, and its associated circular and report form. Reports submitted before 1 June 2023 use Edition 3.0 and its associated update circular. A PEA notice is therefore a building-compliance process triggered for qualifying buildings; it is not a requirement to audit every building annually or a Green Mark certification award (BCA, updated 31 August 2026).
