Public-Sector Facilities Management Feedback and Procurement Guide 2026
The Building and Construction Authority (BCA) announced on 3 August 2026 a new feedback channel for public-sector facilities-management (FM) projects and a revised Guide on FM Procurement. The circular is addressed to firms registered in BCA's FM Registry and forms part of the sector's effort to improve maintenance quality, collaboration and productivity under manpower and building-stock pressures (BCA, 3 August 2026).
Ad-hoc feedback channel
The feedback channel allows FM companies and subcontractors to submit project-specific feedback directly to BCA and government agencies at any time. Firms can describe positive experiences as well as areas for improvement through the feedback form hosted with BCA's FM project systems. BCA says the channel is intended to encourage a more collaborative FM environment, improve standards and support wider adoption of progressive practices over time. It is a feedback and sector-improvement route, not a tender-award mechanism, complaint adjudication guarantee or substitute for contractual remedies (BCA, 3 August 2026).
What the revised procurement guide covers
BCA says the FM Procurement Guide, first issued in 2021, covers the public-sector FM tender lifecycle: pre-tender preparation, tender preparation and evaluation, and post-tender management. The 2026 revision incorporates stakeholder feedback and focuses on collaborative contracting, progressive payment practices and subcontracting practices. Its guidance includes collaborative approaches, equitable risk allocation, performance and innovation incentives, and clearer communication across the FM value chain (BCA, 3 August 2026).
Payment, subcontracting and registration boundary
The revised guide promotes fair, transparent and prompt payment, including performance-linked incentives or deductions and tiered payment mechanisms tied to work done and key performance indicators. It also sets out good practices for fair tendering, clearer contractual terms, appropriate risk allocation and stronger communication between service buyers, FM companies and subcontractors. BCA's wider procurement page states that firms intending to tender for public-sector integrated FM or managing-agent services must hold the relevant FM01 registration; the guide does not itself create a new grant or replace the FM Registry's registration requirements (BCA, 3 August 2026; BCA, accessed 3 September 2026).
