Pioneer Generation Disability Assistance Scheme

The Pioneer Generation Disability Assistance Scheme (PioneerDAS) provides monthly cash payouts to members of Singapore's Pioneer Generation who have disabilities. The payout may help with a helper, home-care services or daily expenses. PioneerDAS is a disability-assistance scheme tied to Pioneer Generation status; it is not the same as the Pioneer Generation Package generally and is not a universal disability benefit (AIC, accessed Aug 2026).

Eligibility and disability assessment

The care recipient must be a Pioneer Generation member living in Singapore. Pioneer status can be checked through the LifeSG or Singpass mobile applications, but having a Pioneer Generation e-card does not by itself establish disability-assistance eligibility. For physical disabilities, AIC requires permanent need for some assistance with at least three of the six activities of daily living and a disability assessment. The assessment uses a Functional Assessment Report completed by a GP or another approved healthcare professional. AIC also says that people currently applying for IDAPE, ElderFund, ElderShield, CareShield Life or MediSave Care do not need a separate FAR: the severe-disability assessment from an MOH-accredited assessor can be used to assess PioneerDAS eligibility (AIC, accessed 11 September 2026).

AIC's FAQ identifies approved FAR assessors as appropriately registered doctors, nurses, physiotherapists and occupational therapists, subject to the relevant registration and licensing conditions. An assessment fee may apply, and applicants should confirm with the healthcare professional before booking. The severe-disability-assessment reuse route is important because it avoids paying for two separate assessments when a person is already applying for one of the listed severe-disability schemes; it does not remove the Pioneer Generation, residence or disability requirements (AIC, accessed 11 September 2026).

Payout and inclusion

If the criteria are met, the current PioneerDAS payout is S$100 per month. AIC says it may take up to four weeks to process an application; approved payouts are made to the nominated bank account in the following month and may include the month of application. Pioneers already receiving IDAPE, ElderFund, ElderShield, CareShield Life, MediSave Care or Home Caregiving Grant are automatically included, with AIC contacting them separately. Automatic inclusion under this rule should not be generalized to every Pioneer Generation member: Pioneer status, disability and residence remain separate concepts, and the scheme is not the whole Pioneer Generation Package (AIC, accessed 11 September 2026).

Application and boundaries

Eligible people can apply through AIC's e-Services for Financing Schemes (eFASS) using Singpass, seek assistance from a nursing home, or submit a hard-copy application through AIC. A nursing home can help with an application and a recipient may nominate the payout directly to the home for care fees. A caregiver applying for someone who lacks mental capacity must use the donee, deputy or qualifying-family-member routes described by AIC; this is an application-authority rule, not a relaxation of the scheme's disability test. PioneerDAS differs from IDAPE, which serves a defined older cohort unable to join ElderShield, and from ElderFund, which covers Singapore Citizens aged 30 and above under its own means-test and MediSave conditions. PioneerDAS also does not replace the assessment or eligibility rules for other schemes; it is a separate AIC route with its own Pioneer Generation requirement (AIC, accessed 11 September 2026).
