Deferred Downpayment Scheme

The Deferred Downpayment Scheme (DDS) is an HDB payment arrangement for seniors who are right-sizing. It defers the downpayment on an eligible new flat until key collection, helping households whose funds remain tied up in their existing home. DDS is a payment-timing facility, not a housing grant, a loan waiver, or a general entitlement for every senior flat buyer (HDB, accessed Aug 2026).

Current eligibility conditions

Under HDB's current guidance, DDS is automatically extended to buyers who are aged 55 or above when they apply for the HFE letter, have not sold or completed the sale of their existing flat or private property at that point, and have booked an uncompleted 3-room or smaller flat in an HDB sales exercise. The same guidance specifically notes that the private-property condition applies to Singapore Citizens and their spouses aged 55 or above who book an uncompleted short-lease 2-room Flexi flat or Community Care Apartment. What is paid and when

Eligible DDS buyers pay the stamp duty on the Agreement for Lease and legal fees when they sign that agreement, normally within nine months after booking an uncompleted flat. They pay the full purchase price when the new flat is ready for key collection. The option fee paid at booking remains part of the transaction; DDS should therefore not be described as eliminating the purchase price or all up-front costs (HDB, accessed Aug 2026).

Boundaries and cancellation

DDS is different from the Staggered Downpayment Scheme, which splits the downpayment between Agreement for Lease and key collection. It is also different from deferred income assessment for some young couples. A short-lease 2-room Flexi or Community Care Apartment may be an eligible destination for a qualifying right-sizing household, but the housing product and its own eligibility rules remain separate from DDS (HDB, accessed Aug 2026).

If the new-flat application is cancelled, HDB's current DDS guidance says the usual forfeiture of 5% of the flat price applies. This cancellation consequence is separate from the scheme's cash-flow benefit and should be checked against the applicable HDB terms for the particular sales exercise (HDB, accessed Aug 2026).
