HDB's short-lease 2-room Flexi flat is a senior-oriented public-housing product. It is offered through HDB sales launches and is designed for buyers who need a home for their own occupation rather than an open-market asset. HDB's senior guidance directs people aged 55 and above who want this product to the seniors' eligibility pathway, while the exact lease and flat availability depend on the sales exercise (HDB, accessed Aug 2026).
Lease and non-transferability
The lease is selected to meet the household's housing needs and must be sufficient for the youngest owner to live in the flat until age 95 under HDB's conditions. Unlike an ordinary resale flat, a short-lease 2-room Flexi flat cannot be sold on the open market. If the owner no longer wishes to live in it or becomes ineligible to do so, the flat must be returned to HDB, which will pay the value of the unused lease portion according to the applicable conditions (HDB, accessed Aug 2026).
Application and payment stages
Applicants apply during HDB sales launches and need to satisfy the relevant HFE and senior flat-eligibility conditions. HDB's published payment schedule lists a S$10 application fee, a S$500 booking fee, stamp duty and legal fees at the Agreement for Lease, and a 10% downpayment at that stage, payable through the permitted cash or CPF Ordinary Account channels. Senior-friendly design and priority
Short-lease 2-room Flexi flats are intended for seniors and may include senior-friendly design features or optional fittings. If the flat is near the buyer's current home or married child, HDB says the buyer may request the Senior Priority Scheme (SPS), but SPS has its own 55-and-above, 2-room Flexi and 4 km owner-occupied-property conditions. A short lease does not automatically confer SPS priority, and SPS priority does not make the flat freely transferable (HDB, accessed Aug 2026).
Distinction from CCAs and retirement schemes
A short-lease 2-room Flexi flat is housing; it should not be described as a Community Care Apartment, which combines housing with a required Basic Service Package. It is also distinct from the Silver Housing Bonus and Lease Buyback Scheme: those are retirement-income or lease-monetisation routes with their own transaction and CPF conditions. Some senior households may consider several routes, but eligibility under one does not establish eligibility under another.
