EASE (Private) Programme

Singapore's EASE (Private) Programme, formally the Enhancement for Active Seniors (Private Housing) Programme, is a senior-friendly home-modification programme for households living in private residential properties. Purpose and delivery

EASE (Private) is delivered by the Building and Construction Authority (BCA), with GovTech describing the centralised application portal and automated approval workflow used to support the programme. The programme's purpose is practical home safety and ageing in place in private estates; it is not a general housing grant, not a cash benefit, or a requirement for all private homes. Intended reach and what the support means

When describing the launch, GovTech said the programme was set to enhance the safety and independence of over 80,000 eligible households through senior-friendly home modifications (GovTech Singapore, accessed 1 September 2026). The figure is a planned eligible-household reach, not the number of households already modified, the number of applications approved, or a completed-work count; not all private households meet the eligibility conditions. EASE (Private) should therefore be interpreted as a targeted modification programme for eligible households in private residential estates, with final eligibility and supported works determined through the programme's official process.

Relationship to HDB's EASE programme

EASE (Private) is related by purpose to HDB's existing Enhancement for Active Seniors programme, also called HDB EASE, but serves a different housing context. HDB describes its EASE programme as subsidised senior-friendly improvements installed in HDB flats, while EASE (Private) is the private-housing programme rolled out from April 2026 (HDB, accessed 1 September 2026). The two should not be collapsed into one eligibility rule or one payment table. HDB flat households should consult HDB's EASE information; households in private residential estates should consult BCA's EASE (Private) channel. The public launch description does not establish universal coverage, automatic approval, or identical improvement items and subsidy levels across the two programmes.
