Fresh Start Housing Scheme
The Fresh Start Housing Scheme helps eligible families with young children who live in HDB public rental flats to own their next home. HDB combines financial assistance with social support: an eligible household can buy a shorter-lease 2-room Flexi or 3-room Standard flat, rather than only a 99-year flat, while participating in a Letter of Social Assessment (LSA) process. Families must apply for Fresh Start before applying for the flat (HDB, accessed Aug 2026).
Flat, lease and ownership conditions
Fresh Start offers a 2-room Flexi or 3-room Standard flat on a shorter lease. The lease can be selected between 45 and 65 years and must last until the applicants and spouse reach age 95. The scheme has a 20-year Minimum Occupation Period (MOP), and the resale levy is capped at S$30,000 before reduction based on the chosen lease length. A shorter lease and capped levy can lower the purchase burden, but they also come with long occupancy and scheme conditions; Fresh Start should not be represented as an unrestricted discounted flat (HDB, accessed Aug 2026).
Published eligibility conditions
HDB's current scheme page says applicants and spouses, where applicable, must be aged 35 to below 55; the household must include at least one Singapore Citizen parent or spouse and at least one Singapore Citizen child below 21; and the applicant or spouse must have had stable employment for the preceding 12 months. Average gross monthly household income must not exceed S$8,000. The household must not own local or overseas property or have disposed of one in the preceding 30 months, and must not have previously received subsidies under the listed relocation, Sale of Flat to Sitting Tenants, or Rent & Purchase schemes (HDB, accessed Aug 2026).
Public-rental and social-assessment conditions
The household must have occupied a public rental flat for at least one year and have less than three months of rental arrears in the preceding 12 months. HDB also requires the household to qualify for an LSA, which considers family stability, employment, finances, and the children's school attendance. The LSA is renewed yearly until five years after key collection. The household must apply for a flat within the first year of the LSA and renew it to collect the keys; failing to renew can expose the household to forfeiture of 5% of the flat price under HDB's stated conditions (HDB, accessed Aug 2026).
Grants and 2025–2026 expansion
First-timer families on Fresh Start can receive the Enhanced CPF Housing Grant (EHG) of up to S$120,000, subject to the grant rules. Second-timer families receive the Fresh Start Housing Grant (FSHG) in two parts: an upfront amount shortly before key collection and a deferred amount over five years. For applications from July 2025, HDB lists S$60,000 upfront and up to S$15,000 deferred, for a total of up to S$75,000; before July 2025 the listed total was S$50,000. Relationship to TPS and financing
Fresh Start is a scheme with its own eligibility and social-assessment process; it is not identical to the Tenants' Priority Scheme. HDB says Fresh Start households may receive priority for up to 10% of 2-room Flexi and 3-room BTO/SBF flats under TPS, but the TPS allocation is a separate priority mechanism and its quota is shared with other categories. The HFE letter, HDB loan assessment, CPF use and flat-application rules still matter, and the scheme's grants should not be treated as automatic cash for every public-rental family (HDB, accessed Aug 2026).
