Digital Economy Specialised List
Singapore's General Division of the High Court established the Digital Economy Specialised List with immediate effect under Registrar's Circular No. 2 of 2026, dated 16 March 2026. It is a specialised list for managing disputes relating to the digital economy; it is a case-management arrangement within the High Court, not a new court or a separate statutory tribunal (Singapore Courts, Registrar's Circular No. 2 of 2026).
Cases within the list
The circular identifies six categories within the list's ambit: artificial intelligence, including tort claims arising from AI use; digitally stored data, including cloud or remote platforms and distributed-ledger technology; digital assets such as cryptocurrencies, asset-based tokens and non-fungible tokens, including related intellectual-property disputes; distributed-ledger technology or blockchain systems; online platforms including e-commerce platforms; and smart contracts involving automated systems in contract formation or performance (Singapore Courts, Registrar's Circular No. 2 of 2026).
Judicial and registry structure
The list comprises docketed Judges and a team of Assistant Registrars. They manage cases in the list in consultation with the docketed Judges as appropriate. The circular names Justices Aidan Xu and Kwek Mean Luck as co-Lead Judges, alongside Justices Andre Francis Maniam, Alex Wong Li Kok and Mohamed Faizal Mohamed Abdul Kadir (Singapore Courts, Registrar's Circular No. 2 of 2026).
Review and placement boundary
The six categories are not frozen: the circular says they will be reviewed and amended periodically. The Court may also place a case in the list where appropriate. Therefore, the category list is a current routing and case-management description, not a claim that every dispute mentioning technology automatically belongs there or that the list decides the substantive merits using a new body of digital-economy law (Singapore Courts, Registrar's Circular No. 2 of 2026).
