MUIS–CPF Matched Retirement Savings Scheme for Senior Zakat Beneficiaries

Scheme purpose and first-year reach

The MUIS–CPF Matched Retirement Savings Scheme (MRSS) supports eligible senior beneficiaries of Zakat by adding funds to their CPF Retirement Accounts. MUIS reported on 3 September 2026 that 830 eligible senior Zakat beneficiaries received around S$3.3 million in matched top-ups during the scheme’s first year. The reported amount combines MUIS contributions and the Government’s matching contribution; it is a first-year programme result, not the number of all senior Zakat beneficiaries or a general CPF benefit (MUIS, 3 September 2026).

Top-up and matching mechanics

MUIS introduced the annual scheme in 2025. Eligible seniors may receive MUIS-funded top-ups of up to S$2,000 into their CPF Retirement Accounts, with the Government matching each dollar contributed by MUIS dollar-for-dollar. MUIS said it contributed about S$1.66 million in the first year, with approximately S$3.3 million credited after matching. The figures and ceiling apply to the scheme description reported by MUIS; they should not be read as a universal entitlement for every CPF member or every Zakat recipient (MUIS, 3 September 2026).

Relationship to monthly Zakat assistance

MRSS complements MUIS’s monthly Zakat Financial Assistance. MUIS describes the monthly assistance as helping beneficiaries meet daily living expenses, while MRSS is intended to strengthen longer-term retirement security by crediting savings directly to CPF Retirement Accounts. MUIS also said those savings continue to earn CPF interest and contribute to higher monthly retirement payouts over time. These are distinct support channels, so a reference to monthly Zakat assistance should not be treated as evidence that a person has received an MRSS top-up (MUIS, 3 September 2026).

Wider care and framework review

MUIS said it works with mosques, the Agency for Integrated Care, Active Ageing Centres, SingHealth and other community organisations to connect senior Zakat beneficiaries with wider physical, social and spiritual support. It also announced a review of its Zakat Financial Assistance Framework so that assistance remains relevant to changing demographic, social and economic needs. MUIS said more details of the review would be shared in the coming months; the announcement therefore does not establish revised eligibility rules or a new payment schedule (MUIS, 3 September 2026).
