Wakaf Masyarakat Singapura

Wakaf Masyarakat Singapura (WMS), or Singapore Community Wakaf, is a MUIS community endowment intended to build long-term financial support for Muslim religious institutions, asatizah development and community programmes in Singapore. MUIS presents participation as voluntary: WMS is a way for people with the means to contribute or bequeath assets for community purposes, not a compulsory contribution imposed on every Muslim or resident (MUIS, accessed 1 September 2026; MUIS, 19 June 2020).

Purpose and funding model

WMS is designed to preserve and grow community assets so their income can support long-term needs. MUIS's 2020 description identified capital preservation, a continuous and sustainable income source, and ease of community participation as key principles. WMS complements established community funding routes such as mosque and education funds and zakat; it is not a general tax, a guaranteed personal investment return or an unrestricted cash benefit to contributors (MUIS, 19 June 2020).

2026 disbursement context

MUIS reported that it would disburse S$8.48 million from wakaf income in 2026 to support mosques, madrasahs and Muslim organisations in Singapore and overseas. That figure is a dated disbursement of income from MUIS-managed wakaf and must not be read as the value of the WMS corpus, the amount contributed by each person, or a universal entitlement available to every community member (MUIS, Wakaf Disbursement 2026, speeches listing, accessed 1 September 2026).

Relationship to legacy planning and beneficiaries

WMS is related to, but distinct from, personal Islamic legacy planning. A person may use tools such as wasiat or nominations to organise personal intentions, while a voluntary contribution to WMS supports a community endowment under MUIS's arrangements. WMS therefore does not itself replace an individual's estate instrument, decide every estate distribution or guarantee that a contributor's assets will be used for a personally selected beneficiary; current MUIS terms and applicable legal and religious guidance govern particular contributions (MUIS, accessed 1 September 2026; Islamic Legacy Planning Workgroup).
