Active Mobility Device Rules and Thresholds

These thresholds do not decide whether a specific device or rider is compliant. Identify the device class first, then apply the path type, registration state, age or medical-need rules, and the effective date. Narrative interpretation lives in active mobility.

Population bases

Term Meaning in this dataset Do not confuse with
Motorised PMA Motorised personal mobility aids (motorised wheelchairs, motorised mobility scooters) on public paths PMDs, PABs, or bicycles
PMA (all) Personal mobility aids including manual and motorised wheelchairs and mobility scooters PMDs or PABs
Type-approved PAB Registered, EN15194-compliant power-assisted bicycles Ordinary bicycles or e-scooters
PAB rider Person riding a power-assisted bicycle on cycling paths or roads E-scooter riders or PMA users
Mobility scooter Three-or-more-wheeled PMA steered by handlebars, designed for users unable to walk or with difficulty walking PMA-lookalike PMDs
Public paths Footpaths, cycling paths, and shared paths under the Active Mobility Act Roads or public transport

Personal mobility aid limits from 1 June 2026

Rule Population / device Threshold As of Notes
Public-path speed cap Motorised PMAs on public paths 6 km/h 1 Jun 2026 Reduced from 10 km/h; existing higher-capped devices may remain registered through 31 Dec 2028 but must still ride at or below 6 km/h
Maximum length PMAs on public paths / public transport 120 cm 1 Jun 2026 Larger devices need an Assessment for Mobility Scooter certification
Maximum width PMAs on public paths / public transport 70 cm 1 Jun 2026 Same as public-transport gauge
Maximum height PMAs on public paths / public transport 150 cm 1 Jun 2026 Measured to the higher of the device or the user's head
Maximum laden weight PMAs on public paths / public transport 300 kg 1 Jun 2026 Includes the user

Motorised PMD path permissions

Rule Population / device Where allowed As of Notes
Motorised PMD riding UL2272 motorised PMDs / e-scooters Cycling paths only when device and rider rules are met 2026-08 Not permitted on footpaths or roads; not road-legal
Non-motorised PMD riding Kick-scooters and other non-motorised PMDs Path types stated in current LTA device guidance 2026-08 Do not copy motorised PMD rules onto kick-scooters
Bicycle riding on ordinary footpaths Conventional bicycles Ordinary standalone footpaths and shared paths remain subject to existing path rules 2026-08 Distinct from motorised PMD permissions

Power-assisted bicycle assistance cut-off

Rule Population / device Threshold As of Notes
Motor assistance cut-off Type-approved PABs Assistance ends by 25 km/h or when pedalling stops 2026-08 Device must also be sealed, registered, and EN15194-compliant
Minimum rider age on cycling paths or roads PAB riders 16 years 2026-08 Mandatory PAB theory test also applies
