Changi Airport Capacity, Traffic and Terminal Facts

Capacity is not traffic. Design capacity describes what terminals are built to handle; traffic statistics describe passengers actually counted in a calendar period. Use each row with its stated population base, denominator, and as-of date; do not add T5's future design capacity to current traffic or treat Jewel as a passenger terminal.

Population bases

Term Meaning in this dataset Do not confuse with
Design capacity Maximum annual passengers the operating terminals are built to handle Calendar passenger movements (actual traffic)
Passenger movements CAG traffic-statistics count for a calendar year; figures rounded Design capacity or aircraft movements
Operating terminals T1–T4 passenger terminals currently in service Jewel (landside complex) or T5 (under construction)
Facility identity Whether a structure is a terminal, landside attraction, or future capacity block Interchangeable “Changi” labels
Institutional role Operator (CAG) versus regulator/air-navigation authority (CAAS) Airlines, which operate flights but not the airport estate

Operating scale

Metric Value Population / denominator As of
Operating passenger terminals 4 (T1–T4) Operating passenger-terminal estate; T5 not open 2026-08
Combined design capacity after T2 expansion About 90 million passengers a year All four operating terminals (T1–T4) 2024-04
Calendar 2025 passenger movements 69.98 million Calendar-year passenger movements (rounded CAG series) 2025
Rolling-year passenger movements 70.4 million Passenger movements in the 12 months to March 2026 Year ending Mar 2026
IATA code SIN Civil airport identifier 2026-08

Jewel versus Terminal 5

Facility Status / identity Key figure Population / denominator As of
Jewel Changi Airport Landside mixed-use complex opened 17 April 2019; not a passenger terminal — Landside public complex; connected to T1 arrivals; bridges to T2/T3 2019-04
Terminal 5 (T5) Under construction; groundbreaking May 2025; planned mid-2030s Design capacity about 50 million passengers a year Future T5 terminal block only; not added to current traffic 2025-10

Do not add T5's future 50 million design capacity to current traffic or treat Jewel as “Terminal 5”. Sources: Jewel fact sheet, CAG T5 project, and MOT T5 update, accessed 13 August 2026.

Operator versus regulator

Body Role Population / denominator As of
Changi Airport Group (CAG) Airport operator Changi Airport estate and terminals 2026-08
Civil Aviation Authority of Singapore (CAAS) Regulator / air-navigation authority under MOT Singapore civil aviation sector 2026-08

Airlines operate flights; they do not own or operate the airport estate.
