Risk-Proportionate AML/CP&TF Checks for Property Developers (7 July 2026)
The Controller of Housing issued immediate-effect guidance on 7 July 2026 asking property developers to apply customer due diligence (CDD) and enhanced customer due diligence (ECDD) proportionately to the risk of each property transaction. Standard CDD applies to most purchasers who are not assessed as higher risk; ECDD, including source-of-wealth and source-of-funds checks, applies to higher-risk purchasers such as relevant foreign politically exposed persons and persons from relevant higher-risk jurisdictions (URA, Circular No. URA/COH/Circular-2026-02, 7 July 2026).
The guidance also reminds developers to report suspected illicit activity or funds promptly and to cease dealings with purchasers on applicable sanctions lists. It says checks should be relevant and proportionate rather than a blanket request for extensive records from every buyer. The durable resident-facing context is in private property market.
