Mobile Access for Seniors

Singapore's Mobile Access for Seniors is an IMDA scheme that supports Seniors Go Digital by subsidising smartphones and mobile plans for eligible lower-income seniors who want to go digital but cannot afford those tools (IMDA, accessed 30 August 2026). The scheme addresses device and connectivity affordability; it is separate from the learning support provided by Seniors Go Digital.

Eligibility conditions

The current IMDA page says an applicant must be a Singapore citizen aged 60 or above, based on birth year, and must be a current beneficiary of either MSF ComCare Long-Term Assistance, MSF ComCare Short-to-Medium-Term Assistance or HDB's Public Rental Scheme (IMDA, accessed 30 August 2026). The person must also have attended the Seniors Go Digital programme in person and picked up at least one basic digital skill at an SG Digital community hub; the page excludes online learning modes for this condition. An applicant must not be an existing IMDA Home Access beneficiary who has already received a smartphone (IMDA, accessed 30 August 2026).

These conditions operate cumulatively. A senior who satisfies the age and citizenship conditions still needs the specified current-assistance status, the in-person learning step and basic-skill completion, and must not fall within the prior Home Access smartphone exclusion. The assistance schemes identify the population targeted by the subsidy; “lower-income senior” is not, by itself, a sufficient application rule. IMDA also states that age is determined by birth year, so an applicant should use the scheme's current page or Digital Ambassador for the operative interpretation rather than infer eligibility from a general retirement-age concept (IMDA, accessed 30 August 2026).

Required learning step and registration

Eligibility is not established by age or low income alone. The IMDA process requires the eligible senior to approach a Digital Ambassador at a selected SG Digital community hub after the required Seniors Go Digital learning and skill completion (IMDA, accessed 30 August 2026). The scheme page states that only one registration per senior is required, and hub availability and opening arrangements should be checked before visiting. The learning requirement and subsidy application are therefore linked operationally, but they remain different parts of the digital-inclusion system.

IMDA gives examples of the basic skills that can satisfy the learning step, including basic digital communication, navigating government digital services and transacting with e-payments. The hub route matters: the current page says online learning modes do not count for this condition, and it directs seniors to selected Community Clubs/Centres and public libraries where Digital Ambassadors are available. This makes Seniors Go Digital the learning component and Mobile Access for Seniors the affordability component; completing a lesson does not automatically create a device entitlement (IMDA, accessed 30 August 2026).

Current subsidised package

For plan options effective 17 April 2026, the scheme page lists a two-year mobile plan at $5.10 per month and smartphones starting from a $20 one-time cost, for eligible seniors and subject to the scheme's terms, participating telcos and stock availability (IMDA, accessed 12 September 2026). The listed package includes SIM registration, caller ID, unlimited incoming local calls and continued mobile-data connectivity without excess data charges; the exact SIMBA and Singtel allowances and handset models are the dated options on the current page, not permanent entitlements. IMDA marks the page last updated 3 July 2026, so that page date and the 17 April 2026 effective date should be retained when comparing package versions (IMDA, last updated 3 July 2026, accessed 12 September 2026).

What the scheme does not mean

Mobile Access for Seniors does not provide every older Singaporean with a free smartphone or mobile plan. The applicable population is the subset of Singapore citizens meeting the age, assistance-scheme, learning, prior-beneficiary and availability conditions published by IMDA (IMDA, accessed 30 August 2026). It should not be confused with Digital Skills for Life, which defines competencies and learning resources, or with Tech Connect, which provides one-to-one assistance at selected Community Centres. Prices, participating providers, stock and terms can change, so the current IMDA page controls for an application made later.

The scheme also should not be merged with DigitalAccess@Home, which is a separate IMDA route for lower-income HDB households seeking subsidised broadband and devices. Nor does the Mobile Access scheme mean that every participant receives the same handset: IMDA lists participating telcos, dated plan options and handset prices, with redemption subject to terms, stock and provider arrangements. The price and product table is therefore an as-of package, not a permanent statutory rate or a promise that a preferred model will always be available (IMDA, accessed 30 August 2026).
